THE DILEMMA OF PUBLIC ADMINISTRATION AS SUBJECT OF INQUIRY IN JAMMU AND KASHMIR

Abstract:
The existence and progress of human society depends to a large extent, on the cooperation and utilization of group efforts to accomplish certain societal objectives. In fact, the development of human society and the concomitant increase in the number of societal problems has shown clearly that men have to intensify efforts and ideas to manage and cope with their fast-growing and changing society. Moreover, maintance of peace and prevention of crime was felt in the society which gave birth to public administration. Without public administration, the government cannot operate and manage own activities effectively and efficiently. The present study is an attempt to find out the situation of Public administration in Jammu and Kashmir as separate subject for study. It has been recognised that Jammu and Kashmir is the only state of India where public administration is not being taught in any school, college or university. The state has a good number of educational institutions offering numerous courses but public administration has been kept out. The government of Jammu and Kashmir has not shown any sincere effort regarding the implantation of public administration as separate subject for study. Finally the paper will suggest some measures so that public administrations can be implemented in J&K as a separate subject for study.

Jammu and Kashmir Public Administration Forum, which is a group of various scholars of Public Administration who have done their degrees in public administration like BPA, MPA, M.phil, Ph.D, NET etc are requesting for your kind self-
•That we are looking for the implementation of public administration in Jammu and Kashmir as a separate subject.
• At present there are 42 subjects that are being taught in Jammu and Kashmir, but unfortunately public administration has kept out in the list.
•We believe that public Administration is action part of Government because it has to manage the affairs of the people.
•We believe that public Administration is the Sum total of all Government Activities because it has to deal with all three branches of the Government viz, Executive branch, Legislative branch and Judicial branch.
•Public Administration is the effective tool for the development of Accountability, Transparency, and Good Governance.
•At present Public Administration is being considered as global discipline because it covers present Global issues like, Liberalization, Privatization, Globalization Sustainable development, Public Policy etc.
•In India Public Administration is being taught in every state but unfortunately except Jammu and Kashmir.
