About OLRDS in Odisha Livestock Resources Development Society(OLRDS) OBPI Campus, Siripur, Bhubaneswar
OLRDS is engaged in the following activities1. Strengthening of Frozen Semen network:
a. Requirement of Frozen Semen & establishment of New Sperm station:
During the year 2003-04, the number of inseminations conducted were 5.39 lakhs. NPCBB aims at coverage of breedable bovines up to 74% under organized breeding services of which 57% by AI 43% is by Natural Service. It works out to coverage of breedable bovines up to 42%, as on date the coverage is 11.2%. To cover 42% of the breedable population with AI on an average 27 lakh doses of FS is required to produce the semen. About 200 breeding bulls are need to be maintained at Frozen Semen Stations and 2 Semen stations are to be maintained for accommodation of bulls and to produce the required quantity of semen.
Two Frozen Semen production Stations were established i.e., one in Khapuria, Cuttack district and the other in Bhawanipatna, Kalahandi district of Orissa to ensure supply of FS to AI centers.
Frozen Semen Production Station Cuttack was established in the year 1978 and the station at Bhavanipatna was established in the year 1983.
The Bhavanipatna station was closed on the advice of central team during the year 2003 and only the Cuttack station is in production of the semen.
To manage the production it is not possible to maintain more no of bulls at Cuttack due to fodder scarcity and in adequate space for bull rearing within the crowded area of Cuttack municipality.
So taking the geographical and climatic condition at Chipilima and availability of laboratory and land for fodder cultivation in to consideration another sperm station at Chipilima in the district of Sambalpur is proposed .
It can meet the urgent need of of semen doses. It will be an added advantage for eastern regional districts of Orissa for procurement of semen straws. It is proposed to established new semen station at Chiplima during the year 2006-07 with financial assistance of Rs.600 lakhs.
b. Procurement of Semen Straws.
Due to increased demand of semen straws in the state and non availability of donating bulls state will procure semen straws form reputed semen stations to meet the immediate need.
The procurement of semen straws will decrease with the increase in no of donating bulls and production capacity of semen stations.
The cost of the semen is on an average Rs. 15/- per dose. The state will procure 5lakhs doses during the year 2005-06, 3 lakhs doses during 2006-07 and 2 lakhs doses in subsequent years till 2008-09.
The type of semen straws required to be procured will depend upon the demand. The amount required for the purpose is Rs.180 lakhs.
c. Strengthening of existing FS Station:
The Sperm Station at Cuttack has only one bull shed for proper rearing of the donating bulls having individual paddock system.
For optimum production of semen, the bull strength will be increased along with construction of bull sheds, boundary wall of FSB, Cuttack.
Both the sperm stations at Cuttack & Bhawanipatna have capacity of production of 12 lakh doses of semen per year. Accordingly the infrastructure has to be developed.
Presently maximum emphasis has been given for quality control of semen production. The semen produced has been tested by the experts of Orissa Veterinary College regularly.
An advisory committee has been formed for monitoring of bull stations for production of quality semen.
Initially it is proposed to strengthen the FSB Cuttack to reach production capacity to 12 lakh doses of semen every year. The present sheds available are very old and in dilapidated condition.
Temporarily all the sheds can be repaired these sheds will be used for rearing young bull calves.
The CMU has recommended that to reach the targeted production of FS doses per year, at least three bull sheds each with 24 bull boxes for housing 72 bulls have to be constructed on priority.
Subsequently, the existing shed with 12 boxes has to be repaired. Thus good housing facilities for 100 bulls will be available which is one of the prerequisite for producing 12 – 15000 does of FS per bull per year.
The financial requirements for strengthening the FSBS, Cuttack is as follows:

Establishing new Semen Station will be taken up during the year 2006-07, which requires an amount of Rs. 600.00 lakhs to meet the increased demand of semen straws.
a. Acquisition of AI bulls for semen production:
As on date at Cuttack 10 Jesrey bulls, 24 Haryana bulls, 29 Crossbred bulls are available.
As per the recommendations, bulls with lesser pedigree have to be replaced with good quality bulls.
As per the breeding policy of the state, Jersey, HF bulls will be purchased and poor pedigreed Haryana bulls will be replaced.
The FSBS Cuttack has stationed 63 breeding bulls. In order to reach the target of 15 lakh doses of FS production, 100 high pedigreed bulls are to be introduced in FS collection programme.
The AI bulls will be procured from Central Cattle Breeding Farms Chipilima, Sunabeda, Avadi, Hessarghata, Suratgada, Central Herd Registration Centres and elite bull calves born out of AI from milk shed areas of Orissa.
The bull calves will be procured at the age of 6 months to 12 months and reared with best feeding and management.
As freezing of cross breeding bull semen is burning problem in the country, so CB bulls will be procured 2.5 times of its requirements. But in case of pure bred 10% excess of its requirements will be procured.
The following statement shows the FS requirements and bulls required to meet the requirement of Frozen Semen in the state.

During the year, about 40 bulls will be purchased and stationed at Cuttack station.
The remaining bulls will be added in subsequent years. The cost of bulls at breeding age works out to Rs.40,000/- per bull.

b. Natural Service:
As introduction of AI is not feasible in villages nearer to forest area and villages located in interior forest areas and hilly areas and to improve the genetic potentiality of these animals it is proposed to supply breeding bulls.
Hariyana, Red Sindhi and Murrah buffaloes will be supplied in the inaccessible areas where opening of AI centers is not feasible.
The bulls will be procured from the Livestock breeding farms of our state, Central Herd Registration Centers of GOI and Central Cattle Breeding Farms and native bulls from their home tracts.
In Odisha bull calves are procured from Central Cattle Breeding Farm, Chiplima, Sambalpur and CHRS basing on phenotypic characters and pedigree.
The performance of conception in natural breeding will also depend upon the health status of the breeding bulls.
So for better feeding of the breeding bulls, the bull host will be provided with incentive @ Rs. 500 per month for a period of 10 months.

2. Strengthening of FS Bank / Depot:
a. Strengthening of existing Semen Banks:
The 5 Semen Banks at Koraput, Bolangir, Phulabani, Khurda and Chiplima are unable to meet the required distribution of FS and LN for the entire state.
They need infrastructure like storing room, containers, laboratory equipments and other facilities.
The condition of the existing buildings is very poor and needs immediate repairs. An amount of Rs. 4.00 lakhs is required for each Semen Bank for strengthening.
The details are as follows:

b. Establishment of New Semen Banks:
Presently, semen is being distributed through one Semen station in Cuttack and 5 Regional Semen Banks to all the 30 districts, for which there is a lot of delay in supplying FS. To ensure proper supply of FS and monitoring of
AI activities it is proposed to establish one semen bank in each district head quarter utilising the services of CDVO working in the district.
For the establishment of new semen bank at each district Rs.7.00 lakhs is required for construction of building and laboratory and purchase of container equipment and other accessories.
During 2005-06 20 new semen banks will be established and during 2006-07, 4 semen bank will be established. The places proposed is enclosed in a map at annexure I.
